Full-text downloads of NBER Working Papers are free for:
  1. Individual Subscribers and Affiliates of Institutional Subscribers to the NBER Working Paper Series.
  2. Corporate Associates
  3. Journalists
  4. U.S. Federal Government employees and military personnel
  5. Residents of developing countries

Note that Working Paper abstracts are freely available to everyone.

If you are eligible and wish to determine whether you are already authorized for free downloads, you should browse http://papers.nber.org/papers/w0000. If you are authorized, you should see "This paper is available in PDF (2 K) or HTML(0 K) format." If the system does not recognize you, you will see a link called "add this paper to your order basket," in which case you should visit our authorization help pages.
